Recognition of Foreign Educational Documents in Ukraine

To validate a foreign educational document in Ukraine for employment or further education, you may need to go through the recognition procedure. This involves establishing the equivalence of academic and professional rights, as well as the educational and qualification levels of foreign educational documents (qualifications) to the state education standards of Ukraine.

Recognition Procedure in Ukraine:

  1. Verification of the authenticity of foreign educational documents submitted for recognition, i.e. verification of the authenticity of the fact of studying and obtaining an educational document. If you provide legalised documents with an Apostille stamp or consular legalisation, this is sufficient to confirm the authenticity of the documents. Thus, they will not require verification of the fact of their issuance, which will significantly speed up the recognition procedure. However, you have a choice: you can either certify your documents in accordance with international law or have them verified by the Centre’s staff.
  2. Verification of the official recognition of the educational institution that issued the educational document by the education system of the country to which it belongs. This stage includes checking the availability of a certificate of state accreditation of the educational institution and a licence at the time of issuing your educational document.
  3. Establishing the equivalence of the qualifications specified in the foreign educational document to the requirements for the educational or educational qualification levels of the Ukrainian education system (carried out with the involvement of expert commissions in the relevant specialities). Comparative analysis of curricula is a comparison of curricula in terms of content and scope, which is carried out by an educational institution of Ukraine accredited in the same speciality as indicated in the applicant’s diploma. If such a speciality is not available in Ukraine, the closest existing speciality is selected.

For countries with which Ukraine has concluded international agreements establishing the equivalence of documents on education and academic titles, the Ministry of Education and Science of Ukraine determines the educational qualification level on the basis of the relevant international agreements. Such international agreements simplify the recognition procedure, but do not cancel it.

The result of the recognition procedure may be:

  1. Recognition, on the basis of which a Certificate of recognition of a foreign educational document is issued. If additional conditions (additional training, competency testing or other actions, the failure to fulfil which makes it impossible to continue education or employment in the speciality in Ukraine) are set for the recognition of the qualifications of the holder of educational documents, the applicant is notified accordingly. In this case, the holder of educational documents must pass exams in the disciplines specified by the experts. He or she chooses a higher education institution to take the exams, after which the University staff will help organise the exams at the chosen institution. In this case, the terms of the document recognition procedure are extended until the University receives positive test results.
  2. Refusal to recognise the submitted document on education, about which the applicant is sent a corresponding notification indicating the grounds for such a decision.

  2. Application for consent to verification of personal data.
  3. Consent to the processing of personal data (from the holder and the applicant)
    Please note: The upper part of this application is filled in and signed by the holder of foreign educational documents, the lower part – by the applicant.
  4. A copy and translation into Ukrainian of a legalised foreign educational document certified in accordance with the procedure established by law.
  5. A copy and translation into Ukrainian of a legalised supplement to a foreign educational document certified in accordance with the procedure established by law. The document contains information about the form and duration of study, a list of academic disciplines (subjects), the total (weekly) amount of classroom and independent hours (credits), the number of semesters and other components of the educational process.

Please note: The type of legalisation (a document containing an Apostille stamp or consular legalisation, except for countries with which Ukraine has bilateral or multilateral agreements containing provisions on the recognition of documents without additional certification (without legalisation) depends on the country whose educational institution issued the educational document.

  1. Copies of documents on previous (secondary, vocational or higher) education, if any (if necessary).
    Copies of the identity documents of the applicant and the holder of the foreign educational document.
    A copy of the document on changing the surname of the holder of a foreign educational document (if necessary).
    Document on payment for the administrative service.
